The Board of Scoil Lorcáin required an increase in the maximum permissible student enrolment numbers at the school together with the co-location of a pre-school within the school grounds.

Our Role

Tom Phillips + Associates (TPA) provided strategic planning advice to the Applicant including how best to formulate the two-part application and maximise the chances of obtaining planning permission.
We served as the Agent for the Planning Application and prepared all planning documentation for the Application and Appeal stages, including peer-review of Transport Assessment and School Travel Plan.

Planning Outcome

Dún Laoghaire-Rathdown County Council issued a Split Decision on the application on 7th May 2015, granting permission for the proposed increase in student enrolment numbers, but refusing permission for the introduction of a Naíonra (pre-school).
TPA appealed this Decision to An Bord Pleanála on behalf of the School’s Board of Management, providing grounds for granting of both parts of the proposal.
Subsequently, we also prepared a detailed Response Submission to a Third Party Appeal against the permitted part of the development by a local residents committee.
On consideration of the Application and Appeal documentation, An Bord Pleanála granted planning permission by Decision dated 5th October 2015 for the entire development as proposed, with no onerous conditions.
