Our role was to facilitate the completion of the existing unfinished office building shell to enable the occupation of the building as the new Central Bank HQ. The proposed works included the internal re-organisation of the existing shell, revised ground floor uses, new elevational treatments and public realm works. A key objective was to secure permission within a tight programme to enable construction on site to commence at as early a stage as possible.

Our Role

Tom Phillips + Associates (TPA) provided strategic planning advice regarding the proposed planning application including a detailed overview of current statutory planning guidance relating to the site and an analysis of the site’s planning history and current compliance status. Our role also included advising in respect of the then emerging North Lotts & Grand Canal Dock Strategic Development Zone (SDZ) 2013 and any potential implications for the future development of the site. This required submissions on the Draft SDZ and attendance and presentation by John Gannon at the SDZ Oral Hearing held by An Bord Pleanála in February 2014.
We also liaised closely with Dublin City Council at the pre-planning stage and co-ordinated and led the lodgement of the substantive planning application for the completion of the building. Post the issue of a Final Grant of Permission by the Planning Authority, TPA provided detailed advice on the attaching conditions and related compliance submissions necessary together with the co-ordination of further amending applications.
