Development of a high-quality residential scheme on the former Printworks/Smurfit site of c. 2.04 hectares.

The development comprises the removal of all remaining structures on site and construction of 131 No. residential units including: 43 No. 3/4/5 bedroom houses; 12 No. 2/3 bed duplexes; and 76 No. apartments in a mix of 1, 2 and 3-bed units, with allocated parking.

The development also includes a café and crèche facilities, open spaces, a courtyard and landscaped public park with children’s play area.

Our Role

Tom Phillips + Associates (TPA) provided strategic planning advice to the Applicant and Design Team and served as the Agent for the Planning Application and subsequent Further Information and Appeal stages.

TPA provided planning advice on how to resolve issues associated with the previous refusal of planning permission by Dublin City Council, which issued at the end of November 2014.

TPA prepared and co-ordinated a detailed Planning and Environmental Report which addressed compliance with detailed provisions of the Dublin City Development Plan 2011-2017 and the then Draft Phibsboro’ Local Area Plan 2015, as well as EIA Screening, AA Screening, Part V requirements, urban design, landscape design, visual impact, sustainability, traffic and arboriculture impact assessments.

Planning Outcome

Dublin City Council issued a Notification of Decision to Grant Permission on 14th January 2016.

Following Third Party Appeals and a detailed response submission co-ordinated by TPA, An Bord Pleanála confirmed the Grant of Planning Permission by way of decision dated 8th August 2016, subject to 29 No. conditions.
