The subject site is located on Bishop’s Square, in the City centre. The site is bound by Bishop Street to the north; Redmond’s Hill to the east, Kevin Street Lower to the south; and commercial developments to the west, including the 8 No. storey Boat House. It is located in a sensitive area, with proximate Protected Structures and is partially located within a Conservation Area.

The part five and six storey commercial building, over two basement levels, is fully let and accommodates a number of tenants, including inter alia: Tourism Ireland; Department of Justice and Equality; News International PLC; and the Revenue Commissioners. Approximately 1000 No. persons are employed in the building.

In summary, the subject scheme proposed the development of extensions to the office building at existing Fourth Floor Level and existing Fifth Floor Level, and a new Sixth Floor Level over the existing six storey building. The development adds capacity for an additional c. 300 employees in this strategically located, much-sought after office scheme, which will go some way to address the dearth of office accommodation being experienced in the City centre at present.

Our Role

Tom Phillips + Associates (TPA) provided strategic planning advice to the Applicant and Design Team and served as the Agent for the Planning Application and subsequent Appeal stages. TPA prepared and co-ordinated a detailed Planning and Environmental Report and prepared appeal responses.

Planning Outcome

Dublin City Council issued a Notification of Decision to Grant Permission for the scheme on 26th January 2016. Following the lodgement of a Third Party Appeal and the drafting and lodgement of a comprehensive response by TPA and the Design Team, the Board granted permission for the development on 23rd June 2016.
